Fourth in a series of six annual reports, commissioned by the NAACP, the Virginia State Teachers Association, the Virginia Negro Organizations Society and other groups, which were issued during and after just World War II, from 1941 through 1946. This annual focused on how the onerous Poll Tax served to prevent Blacks from registering and voting. The author, an African-American historian at Virginia State University was a close friend and collaborator of Carter Woodson. Though he wrote more than 270 articles on the Black experience during his lifetime, Jackson was much more than an academic, honored for his activism by the NAACP and  sometimes called “Mr. Civil Rights” of Virginia. All of Jackson’s Virginia Voting Reports are scarce; few, if any, institutions have a complete set.
