Pay authorization for the defense of the colony of Connecticut signed by William Pitkin, Thomas Seymour, and Oliver Ellsworth. Ellsworth was the 3rd Chief Justice. He proposed what became the basis of the national legislative system, known as the Connecticut Compromise.
