Fine+ (6.5). Conservatively graded. A flat, tight, clean mag with bright colors, downgraded due to a small jagged seamlike almost invisible crease at right edge. Cream to off-white pages, edges tanned. Slab it, it'll probably come back 7.0 or better. Cover by Howard Nostrand. Stories and art by Joe Certa, Bob Powell, Howard Nostrand, and Rudy Palais. Numbering continues from Tomb of Terror #16. Reprints Witches Tales #7.
As the anti-comics mania intensified, Harvey changed the title of Tomb of Terror to Thrills of Tomorrow and toned down the sensationalistic covers. Perhaps Harvey's editors received pushback for the cover to ish #15 (Exploding robot head by Lee Elias) and figured they'd better play it safe.
The stories stayed just as gruesome as ever; in fact, the stories were precisely as gruesome as ever, because this issue is all reprints. The cover image doesn't match any of the stories, and seems to have been meant for a story that was never published.
