Presidential decree announcing the official acceptance by the US Government of Francisco de Amat y Torresas the Spanish regime’s appointment (by Franco) to serve as “Consul of Spain at San Francisco, California, for the States of Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Washington and Wyoming and the territories of Alaska and Hawaii” and that as the Spanish government’s representative—despite Franco’s close relationship with Germany and Japan— the new Consul could function with such “powers and privileges as are allowed to the Consuls of the most favorable Nations in the United States.” Dated, Nov, 2 1940. Together with printed document appointing Francisco de Amat y Torresas the Spanish consul to San Francisco (and surrounding states), with Franco's signature stamp.
