Ah, those hanging chads, ever a problem. A scarce and significant report of a broad study on voting machines in use across the U.S. in an effort to determine the best solution to counting votes. OCLC/WorldCat lists only five copies, and four of those are at University of California, Berkeley, unless they were duplicate entries; the other is at the California State Library.
