The Hong Kong-based League (apparently unconnected with a similarly-named organization of 1920; see listing above) was a combined propaganda organ and wartime medical and social relief organization, headed by Chiang Kai-shek’s brother-in-law, T.V. Soong and sister-in-law, Madame Sun Yat-sen.  But it was issued during the five-year alliance between Chiang’s Kuomintang Government and Mao Tse-tung’s Communists, the League’s Publicity Director being journalist Israel Epstein, later to be one of the few foreign-born heroes of Mao’s Communist Government. Thus one photograph in this booklet shows Mao giving a speech to an assembled crowd while others feature soldiers and medical workers of the Communist “New Fourth Army”. Besides a periodic Newsletter and three of these annual Reports, the League issued only a few now-scarce publications, several of them touting the Communist soldiers who would soon be in open civil war with Chiang’s Nationalists.
